Rules
How this build stays honest
Three standing rules. They are not preferences; they decide who may move what.

Only Charlotte changes phase end dates
Anyone may flag slippage. The calendar itself moves only through Charlotte Gallant, so the nine-phase window stays a single source of truth.

Only OSP Leadership decides the 90-day CAS extension
The yes/no is due 18 Dec 2027 alongside the locked model. No team member may assume the extension while planning work.
03
A task is done only when its document has a file location
Status alone is not completion. Until the workpaper's file location is recorded in the register, the task stays open on this week's board.
Scope note
This is the institutional FY27 indirect-cost base-year build supporting a federal F&A rate proposal to DHHS Cost Allocation Services. The three existing rate agreements — University Area, HMS and Chan SPH — are context for the new proposal, not deliverables of it.
